Finance staff are part of the HR and Administrative Services Department. They are responsible for all financial accounting and reporting functions for the city. The city has contracted with AEM (Abdo, Eick and Meyers LLP) for finance director responsibilities since 2008.

Finance staff also:

  • Develops and prepares the annual budget
  • Performs purchasing, risk management and insurance administration functions
  • Implements financial controls and reporting methods
  • Processes accounts receivable, accounts payable, cash disbursements, payroll and utility billing
  • Executes debt service analysis and bond payments
  • Manage loan programs and special tax projects, such as tax increment financing
  • Prepares the long-range financial plan, including a ten-year capital replacement plan that addresses infrastructure operations and maintenance needs
  • Provides financial support to the City Council and city departments

Street Infrastructure Levy

In most communities, when a street project is completed adjacent to a property ownerʹs home, that property owner is billed for at least a portion of that projectʹs cost. New Hope, instead, funds those projects through its annual street infrastructure levy. The cost of street improvements in New Hope is spread across all taxpaying properties ‐‐ no taxable properties are singled out for special assessments.
