Minnesota Cities Coalition Launches Phase 2

Minnesota Cities Coalition Launches Next Phase to Monitor Federal Impacts on Local Communities
Posted on 10/19/2026
Cities for Safe and Stable Communities (CSSC) is moving from surge response to standing preparedness on behalf of more than 850,000 Minnesotans. Formed earlier this year in response to Operation Metro Surge, the coalition has continued meeting since the legislative session ended. In its second phase, this nonpartisan network of more than 25 cities will track federal actions as they reach residents and speak with one voice at Capitols in St. Paul and in Washington, D.C.

Cities are the level of government closest to residents and often the first to feel the effects of federal decisions. Cities can’t control those decisions, but they can plan ahead together. The surge showed that trusted relationships, fast communication and shared information help communities respond better. CSSC keeps that capacity in place so when an issue affects several communities, cities can quickly coordinate communications, share resources and plan a response.

The coalition is tracking issues that affect city operations, including ongoing surge impacts, executive actions, federal funding and implementation issues, and elections.

On September 11, coalition mayors and city managers/administrators met with Secretary of State Steve Simon to discuss election administration, early voting rules and guidance on federal litigation. Ahead of Election Day, CSSC will keep sharing verified information and relevant updates from the secretary’s office so residents across coalition cities get clear, consistent facts.

CSSC is also still pressing for state support for the cities and small businesses that absorbed the costs of Operation Metro Surge. It will bring those priorities back when the Legislature reconvenes.
