Records Division

Data Requests

The Records Division handles all requests for New Hope Police Department data in accordance with department policy and Minnesota Data Practices law under Minnesota State Statute 13.82. To request New Hope Police Department data please complete the Data Request Form. Forms are also available in the lobby of the Police Department.  

Completed forms are accepted at the front counter during regular business hours, by mail, or by fax at 763-531-5174. Data requests are processed by a data practices designee within the time frame required by law.

Alarm Registration

New Hope City Ordinance requires all business and residential property owners to register alarm systems.

The alarm ordinance limits alarm users to three false alarms within 12 months without penalty. However, an alarm user who has not registered their alarm system and has a false alarm is charged $100 per false alarm until they register their system.

Residential Alarm Registration
Residential alarm owners must only register their system once and pay a one-time fee of $25 unless they drop and reinstate service, change service providers or sell their property. Residential alarm users should contact the city promptly if their contact or key holder information changes.

 Commercial/Business Alarm Registration

Businesses are required to register their alarm systems annually by January 31 of each year and pay a $25 fee

Commercial annual alarm registration may be completed online using the online eLicensing tool or by completing the commercial alarm registration form.

  • Online Registration: Register commercial alarms online. The option for annual alarm registration is available under business licenses.
    Note: If you do not already have an eLicenses account, you will be asked to register before completing the online registration process.
  • Paper form: Complete the commercial alarm registration form and return the form, along with payment, to:

Animal Licensing

All dogs, cats, and ferrets over six months must be licensed in New Hope. Pet owners must provide proof of current rabies vaccination to obtain a license. The license must be renewed when the rabies vaccination expires.

Licenses may be purchased in person at Police Department during business hours, or by mail. To complete the animal license process by mail, download an Animal License Application and follow the instructions.

Parking Regulations

New Hope has ordinance 11-2 which lists many parking regulations for the city of New Hope including how to park, snow removal parking restrictions, no parking on any public street for more than 10 consecutive hours or for any amount of time between the hours of 2:00-6:00 a.m. Please follow the link to for additional parking regulations and information.

If you need to request permission to park a vehicle on the street overnight, please contact the Police Department at 763-531-5170. You will need the vehicle license plate number and description and an authorized reason for the parking request. There is a limit of two temporary parking permits per calendar year.

The city of New Hope prohibits parking in a fire lanes. Parking in a fire lane may result in a citation or vehicle impound. For more information please see follow the link to the Fire Lane ordinance below.

Permit to Purchase Firearms

Under Minnesota law, handgun transfers involve any sale, gift, loan, assignment or other delivery to another person. If you possess a valid Minnesota permit to carry a handgun, that permit constitutes a permit to purchase. You do not need to apply for a separate permit to purchase.

There are two options for obtaining a permit to purchase/transfer a firearm described below.

Fill out a Minnesota Uniform Firearm Application/Receipt Permit to Purchase/Transfer

Submit the application (below) to your local police chief, or if your municipality does not have a police department, to your county's sheriff. The law enforcement agency will conduct a series of background-related checks to assure you meet eligibility requirements established in state law.

Once those checks are complete, a one-year permit to purchase a handgun in Minnesota will be issued. If you are applying for a permit to transfer, the law enforcement agency must notify you of its status within seven days of receipt.

New Hope residents may submit a permit to purchase at the front counter of the New Hope Police Department. Applicants must come in person when submitting the application during the hours specified below.

  1. Permit to Purchase/Transfer Firearm applications will only be accepted 8 a.m. to 4 p.m., Monday through Friday.
  2. Permit to purchase applications must be completely filled out and turned in by the applicant. The applicant will be asked to fill in any missing information before department staff will give them a receipt for the application.
  3. Any application turned in by someone other than the applicant, or received via any way other than in person, will be void and not processed.

Apply Directly at Gun Shop

If you want to make a one-time purchase of a handgun from a dealer and you do not have a permit to purchase, you may apply directly at the gun shop where you will purchase the handgun. The gun shop will require you to complete a consent form that allows them to conduct a name and date-of-birth background check to determine your eligibility to purchase a gun. However, some businesses may choose to follow other business practices. The gun shop is entitled to charge a fee for this service.

Permit to Carry

Permit to carry applications must be submitted to your local Sheriff’s Department and are not available or accepted at the New Hope Police Department. Please go to the Hennepin County website for more information.
