Council Approves Conditional Use Permit for Charter School

At its April 26 meeting, the New Hope City Council passed a resolution approving a Conditional Use Permit (CUP) for a charter school at 4741 Zealand Ave N.

CSDC Facilities Corporation submitted an application for the (CUP) to allow for the charter school to be located at 4741 Zealand Ave N. Escuela Exitos (“School of Successes”) will rent the building from CSDC Facilities Corporation and operate a kindergarten through eighth grade, two‐way dual language Spanish/English immersion school at the location. The property is currently owned by New Hope Church and is used for youth ministry and auxiliary church functions.

Plans for the school were initially reviewed by the New Hope Planning Commission at its April 6 meeting and public hearing. The commission unanimously recommended approval, subject to conditions related to fire lanes, signage, snow storage, ADA accessibility, fencing, trash enclosure materials, tree preservation measures, lighting, and grading, drainage and storm water plans. The resolution approved by the City Council accounts for the conditions.

The planned redevelopment of the property includes predominantly interior renovations of the existing 31,500 square-foot structure. The plans involve enlarging the parking lot to the north and east of the existing building and constructing a bus access lane along the north side of the site from Boone Avenue North.

Escuela Exitos intends to serve 165 students during the 2021‐2022 school year with enrollment increasing to 390 students by the 2023‐2024 school year. According to the applicant, the school model meets “a growing demand of families in New Hope and surrounding communities that currently sit on long waitlists for immersion school options.”
