The city's utility billing program includes water, sewer, recycling, storm storm drainage, and street lighting services. In
addition, a water testing charge assessed by the state of Minnesota is also billed and remitted to the state.
Rates for all utilities are based on the funding required to cover operation, maintenance, and capital costs. They are
reviewed on an annual basis to determine if funding levels are adequate to cover current and anticipated costs.
Utility bills are sent to utility customers at the end of each month.
All payments must be received by the due date to avoid a five percent penalty. Payments made
through the city's Electronic Payment Plan are withdrawn on the first business day after the 15th of each month.
The city also has two utility payment drop boxes in the parking lot of the city's public works maintenance facility, 5500 International Parkway and in the City Hall parking lot, 4401 Xylon Avenue North.
