Planning for Proposed
Police Station and City Hall

The city of New Hope began studying the space needs of its police department and city hall staff in spring 2013. For information about the space needs study from 2013 through 2016, click on the "Space Needs Study Background" button at right or view the Study Timeline at the bottom of this page.

Planning for replacement of New Hope's outdoor pool (which would be displaced by the proposed new police station and city hall) and improvements in Civic Center Park is proceeding at the same time as planning for a new municipal building. For more information about that planning process, click on the "Pool and Park Planning" button at right.

Planning Phases

Wold planning process includes five phases (click on bullet below for more information about each phase).

Wold will make a presentation to the Council at the end of each phase.
The City Council will also seek public comment at several points throughout the planning process.

Wold also presented a preliminary project timeline in January. That timeline may need to be extended to ensure that no important factors are overlooked and that there is ample opportunity for community engagement.

Design Development Phase -- May-August 2017

A majority of the City Council authorized Wold to begin work on the design development phase at its meeting on May 22, 2017.

The design development phase takes the schematic design concepts one step further and lays out mechanical, electrical, plumbing, structural and architectural details. The drawings often specify design elements such as material types and locations of windows and doors. Specific room layouts and amenities are finalized. Floor plans, sections and elevations with full dimensions, including door and window details, are provided, along with material specifications.

Schematic Design Phase -- January-May 2017

A majority of the New Hope City Council approved a contract with Wold Architects and Engineers on January 9, 2017 to begin design work for a proposed new police station and city hall on the site of the current outdoor pool on the Civic Center Park campus.

A majority of the City Council approved Schematic Design Phase plans from Wold Architects on May 22, 2017 and authorized Wold to begin work on the Design Development Phase.

A majority of the City Council approved Design Development Phase plans from Wold Architects on August 28, 2017 and authorized Wold to begin work on the Construction Documents Phase.

The Citizen Space Needs Task Force was formed to objectively review space needs and facility options of the current New Hope police station and city hall facility. Facilitated by Wold Architects and Engineers, the task force held four meetings between May and August of 2015 to develop project goals, review deficiencies in the current facility, tour recently built police stations in neighboring communities, and study different site options and their associated costs.

In September 2015, the task force made the following recommendations to the New Hope City Council:

  1. A new police station and city hall facility should be built to replace the existing facility.
  2. The city park adjacent to the pool and fire station appears to be the ideal site.
  3. With adjacent new developments and streetscape projects, this is an ideal project to take part in therevitalization of that area.

Citizen Space Needs Task Force Report – September 21, 2015

The Citizen Space Needs Task Force was formed to objectively review facility options for the New Hope police station and city hall. At the September 21, 2015 City Council meeting, the task force recommended to the City Council that a new facility should be built at Civic Center Park to replace the existing facility but with no specific site location
recommended. Following that recommendation and guidance from the City Council, the Task Force met to review several options developed by Wold Architects and Engineers and Stantec Engineering for the location of the building on the site.

The site options reviewed were as follows:

  • Option 0: Addition/Remodel - option to remodel and add onto the existing building was reconsidered.
  • Option 1: Park Site - new building west of the existing building
  • Option 2: Existing Site - new building in the same location as the existing building
  • Option 3: Pool Site - new building on the existing pool site
  • Option 4: Parking Lot Site - new building on the existing parking lot site

The Task Force recommended the following:

  • The new police station and city hall facility should be located on the existing pool site (Option 3).
  • The pool should be rebuilt elsewhere on the site.
  • A planning committee should be created to investigate which amenities are needed for Civic Center Park, including the pool, and their location on the site.

Citizen Space Needs Task Force Report – September 19, 2016

Soil Boring Report
